About the NCIL fund
Neighbourhood Community Infrastructure Levy (NCIL) gives local authorities a fantastic opportunity to work with local communities to use funding from development to support infrastructure and revenue projects in their local area.
A levy, called Community Infrastructure Levy (CIL), is charged to certain new developments in the borough. In Lewisham 25% of the total raised is set aside as NCIL to be spent in conversation with local communities on Lewisham’s priorities. The rest is spent on infrastructure such as: schools, hospitals, roads, open space, and leisure facilities. Neighbourhood Infrastructure Levy (NCIL) helps make improvements across Lewisham by supporting local capital and revenue projects in every ward.
The Borough-wide NCIL awards funding to capital and revenue projects that benefit three or more wards in the borough or the whole of Lewisham. The total fund awarded for 2025-2027 was £621,732.92.
The Ward NCIL awards funding to capital and revenue projects which benefit each of the 19 individual wards in Lewisham. The amount available in each Ward NCIL fund varies. The total fund awarded for 2025-2027 was £1,931,509.86
NCIL Priorities
NCIL funded projects must address the effects of development in Lewisham and make the local area a better place to live.
All projects must meet at least one of Lewisham’s Corporate priorities: Cleaner and Greener, A Strong Local Economy, Children and Young People, Safer Communities, Open Lewisham, Health and Wellbeing; and/or an additional Addressing Inequality priority.
What we funded
In the lead up to the launch of NCIL, residents and groups were invited to show their support for suggested capital projects via the council’s consultation platform. This allowed residents to have their say on which Council-led capital projects should be funded through NCIL. At the same time, community groups and organisations were invited to submit applications for eligible projects.
A total of 130 community and capital projects were awarded funding, with most projects due to start in July 2025. See our NCIL funding announcement for more details.
